Procurement Section Head (Procurement Operations)
Job Description :
To lead the Procurement Operations Section of Procurement to manage the systems and processes employed by Procurement Department. To provide leadership and management of procurement function within the company.
RESPONSIBILITIES
- Leading all initiatives in managing the formulating, design, setting up & maintenance of systems and tools employed by Procurement Department including but not limited to :
- Procurement Module within Enterprise Resource Planning System (including but not limited to issuance of Orders, e-bidding platform, vendor self-service portal, etc.)
- Formulate, design, establish and maintenance of all relevant reporting
- Formulate, design, establish and maintenance of procurement intelligence including but not limited to :
- Market Intelligence
- Spending Trend and pricing trend
- Open Procurement Commitment (eg. Open PO’s etc.)
- Dashboards
- Reporting
- Leading all initiatives in managing the setting up & maintenance of processes, procedures, policies and guidelines employed by Procurement Department including but not limited to :
- Managing and maintenance of Procurement Policy, Procedures and Guidelines and other associated documents
- Look for opportunities for process improvement
- Leading all initiatives in coordination and compilation of annual procurement plan
- Management and recruitment of competent, suitable and sufficient resources to carry out the jobs
- Develop, guide, counsel, manage and motivate team mates to enhance productivity at the same time maintaining healthy joyous and harmonious working environment
- Overall management and administration of Procurement Operations Section (assigned category) including but not limited to conflict management, time management, talent management, knowledge & information management, decision making etc.)
- Formulate and maintenance of procurement policies & procedures and procure required tools to ensure efficient and smooth procurement processes
- Establish, monitor and enforce controls within the procurement processes to ensure compliance of company policies and governance
- Support in high value, complex and strategic procurement initiatives (including tender, negotiation, dispute resolution etc.)
- Develop and execute strategies & plans and drive initiatives to achieve company’s goals as well as continuous improvement
- Employing right tools and smart assignment of workload to accomplish the tasks and efficient use of resources
- Maintenance of records and reports in a timely manner
- Review, maintenance and management of relevant quality management systems or standards.
REQUIREMENT AND QUALIFICATIONS
- Tertiary educations with Degree in Business Administration / Telecommunications / Engineering / IT / Economics / Finance or other relevant qualifications with commercial working experience
- At least 7 years experience in Purchasing / Inventory / Material Management / Contract Management or equivalent in a telecommunication or infrastructure provider industry or other related industry
- Exposure and experience in managing procurement module of established Enterprise Resource Planning systems
- Knowledge in Supply Chain, Procurement, Logistics, Legal, Commercial etc.
- Good communication , interpersonal and negotiation skills
- Good time management
- Good command of English and one other Asian language
- Must be thorough, self-motivated, pro-active and a team player with a high level of accuracy
- Hold the highest level of integrity and professionalism
