Procurement Section Head - Vendor Management
Job Description :
To lead the Vendor Management Section of Procurement to manage the full life cycle of vendors in the company. To provide leadership and management of procurement function within the company.
RESPONSIBILITIES
- Leading all initiatives in Vendors Management including but not limited to :
- Vendor onboarding
- Vendor due diligence
- Vendor maintenance
- Sourcing
- Vendor performance review
- Strategic Vendor Management
- Maintenance of Preferred Vendor List, Standard Schedule of Rates, Vendor Suspension / Blacklist List etc.
- Formulation of strategic vendor management strategies
- Compilation and establishment of procurement plans
- Reporting of procurement by vendors and related party transactions
- Leading all activities in managing the setting up & maintenance of processes, procedures, policies and guideline employed by procurement department including but not limit to:
- Managing and maintenance of Procurement Policy, Procedures ang Guidelines and other associated documents (Secretariat for tender and Procurement Committee Meeting).
- Look for opportunities for process improvement.
- Management and recruitment of competent, suitable and sufficient resources to carry out the jobs
- Develop, guide, counsel, manage and motivate team mates to enhance productivity at the same time maintaining healthy joyous and harmonious working environment
- Formulate and maintenance of procurement policies & procedures and procure required tools to ensure efficient and smooth procurement processes
- Establish, monitor and enforce controls within the procurement processes to ensure compliance of company policies and governance
- Take charge in high value, complex and strategic procurement initiatives (including tender, negotiation, dispute resolution etc.)
- Develop and execute strategies & plans and drive initiatives to achieve company’s goals as well as continuous improvement
- Employing right tools and smart assignment of workload to accomplish the tasks and efficient use of resources
- Overall management and administration of Vendor Management Section including but not limited to conflict management, time management, talent management, knowledge & information management, decision making etc.)
- Drafting, vetting, review of all related records including but not limited to Purchase Requisitions, Purchase Orders, Letters, contracts etc. and recommendations put forward by relevant buyers
- Support in drafting, vetting, negotiating of awards including contracts or other related forms
- Maintenance of records and reports in a timely manner
- Review, maintenance and management of relevant quality management systems or standards.
REQUIREMENT AND QUALIFICATIONS
- Tertiary educations with Degree in Business Administration / Telecommunications / Engineering / IT / Economics / Finance or other relevant qualifications with commercial working experience
- At least 7 years’ experience in Purchasing / Inventory / Material Management / Contract Management or equivalent in a telecommunication or infrastructure provider industry or other related industry
- Exposure and experience in managing vendor management
- Knowledge in Supply Chain, Procurement, Logistics, Legal, Commercial etc.
- Good communication, interpersonal and negotiation skills
- Good time management
- Good command of English and one other Asian language
- Must be thorough, self-motivated, pro-active and a team player with a high level of accuracy
