Job Description :

Digital & Innovation

Strategy and Planning 

  • Lead the ICT Department operational and strategic planning, including fostering innovation, planning projects, organizing and negotiating the allocation of resources for successful project delivery.
  • Present strategies, plans and progress/feedback on initiatives to senior IT operations management. 

Acquisition & Deployment

  • Benchmark, analyze, report and make recommendations for the improvement and growth of the ICT infrastructure and ICT application systems.
  • Manage the financial aspects of the ICT Department, including CAPEX requisition, purchasing, budgeting, and budget review.
  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
  • Develop and implement all ICT policies and procedures, including those for architecture, security, backup, disaster recovery, standards, purchasing, and service provision.
  • Work with project stakeholders to develop requests for proposal.
  • Negotiate and administer vendor, outsourcer, and consultant contracts and maintenance service agreements.

Operations

  • Manage the deployment, monitoring, maintenance, development, upgrade, and support of all ICT systems, including servers, PCs, operating systems, networks, firewall, internet, back-up, hardware, software, and peripherals.
  • Oversee provision of end-user services, including help desk, application and technical support services.
  • Work with stakeholders to define business and systems requirements for new technology implementations.
  • Direct research on potential technology solutions in support of procurement efforts.
  • Keep current with the latest technologies.
  • Approve and oversee projects and project portfolio.
  • Practice asset management for IT hardware, software, and equipment.
  • Establish and maintain regular written and in-person communications with the organization’s executives, department heads, and end users regarding pertinent ICT activities.

Project Management

  • Establish project plans, resources, budgets progress, costs and development. 
  • Accountable for project delivery – quality, on time, on schedule and meeting business objectives.
  • Provide project management, guidance and/or coordination for IT operations improvement initiatives. Leverage and coordinate external support as necessary to fully realize opportunities.
  • Participate in the project planning activities and manage the execution of projects according to plan (Initiating, Planning, Implementing, and Controlling up till Project Closure).
  • Manage relationship with project stakeholders, including internal and external clients, keeping stakeholders informed of progress and issues in order to manage expectations on all project requirements and deliverables.
  • Maintain project documentation and updates to relevant knowledge management portals. 

Other duties assigned to meet company and department goals and objectives:

  • Participate in other related activities by the department, division and the company to ensure the continued growth and smooth-running of the department and company.
  • Manage ICT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions. 
  • Oversee the welfare of subordinates including providing a conducive working environment, job satisfaction as well as job guidance. 
  • Continuously motivate staff through objective and timely appraisals and review process.
  • Develop and maintain close partnerships with the vendor community.
  • Develop and maintain close partnerships with peers in and outside Malaysia
  • Responsible to monitor and manage the quality improvement activities of the department & the organization, establish and track quality indicators, and ensure staff are adhering to the standards.

Planning and managing of project in the department to fulfill and exceed stakeholder satisfaction. It is achieved by:

  • Performing or carrying out ICT as per Standard Operating Procedures and Policies.
  • Effective communication and collaboration with all parties concerned to ensure the best outcome for the project.
