Job Description :

MANAGEMENT / OPERATIONS

1. Responsible for implementing and adhering to all decisions and policies established by the Board, the Management Committee and/or holding company.

2. Ensure the hospital observes and complies with all regulatory requirements by relevant authorities.

3. Plan, organize, supervise, lead and co-ordinate the Hospital’s overall day to day operational affairs to ensure that all resources are being utilised effectively and efficiently and managed to the best possible advantage of the Hospital.

4. Ensure the all income and expenses of the companies are duly accounted for.

5. Formulate, propose and implement the Hospital’s business plans and strategies including its new growth opportunities and expansion programs.

6. Monitor and review regularly all contracts of the Hospital and advise accordingly to the Board and/or Management Committee.

7. Liase, lend support and work together with other hospitals within the Group, particularly with those in the same region.

8. Organise weekly meeting with the Medical Director, Chief Nursing Officer, PR/Marketing and Finance Manager.

FINANCE /ACCOUNT

9. Supervise and review the Accounting and Operational systems to ensure compliance with the Companies Act 1965 and the International Accounting Standard and to be in line with the policy of the Company.

10. Prepare the Annual Budget for the Hospital for approval by the Board and submission to the Company.

11. Fully accountable for the operational and profit goals as agreed in the approved Business Plan/Budget

12. Manage prices in line with changes in the market and productivity

13. Manage salaries and expenses in accordance with changing levels of net revenues

14. Prepare and submit financial and management reports as and when required by the Board, Management Committee, Government Bodies or other institutions on a timely basis

15. Analyse and authorise all issuance of cheques of the Hospital.

16. Ensure that payment to Consultants:

a. are done on time,

b. are accurate in term of calculation of disbursement based on collection or policy as adopted by the Hospital

17. Ensure that payments to authorities (i.e. EPF, Inland Revenue, Annual Rates, etc) paid on time.

18. Monitor and review all purchases as per Hospital policy.

19. Ensure that all capital expenditures follow the Hospital policy.

20. Ensure that stocks are managed efficiently and effectively.

CONSULTANTS AFFAIRS

21. Aggressively drive recruitment of consultants as decided by the Board.

22. Familiar and consistently monitor implementation for all agreements and policies related to consultants:

a. Admitting

b. Non-admitting

c. Resident

d. Visiting/ Sessional

e. Shareholding

23. Liaise with the Medical Director on all matters pertaining to medical/ clinical services and consultants.

QUALITY ASSURANCE / CUSTOMER SERVICES

24. Promote a culture aimed at providing a level of quality and service which routinely exceeds the expectations of customer and consultants.

25. Full responsible for quality assurance initiatives at the Hospital.

PUBLIC RELATIONS

26. Represent the Hospital in any internal and external functions of affairs related to the business and to act as official spokesmen and medico-legal representative for the Hospital.

TALENT MANAGEMENT

27. Advise and/or approve on the recruitment, transfer, promotion, disciplinary action and termination of staff based on the hospital’s guidelines as provided in Hospital’s / Company’s e- Handbook

28. Cultivate professionalism, sincerity, honesty, diligence and humane care in delivery of services.

29. Manage staff professionally, effectively and efficiently.

30. Assess and plan with the Talent Management Services on the training needs of staff and implement them accordingly.

RISK MANAGEMENT

31. Responsible for self-keeping of all-important documents such as land title, licenses, agreement, building plans, insurance policy, etc.

32. Safeguard and secure all assets of the Hospital from misappropriation and damage, and to ensure that all assets, including building, meet safety and occupational standards requirements and are adequately covered (risk management).

33. Take all reasonable measures to protect the Hospital, staff and Board members from legal suit.

34. Ensure that the hospital has adequate and proper insurance coverage.

CORPORATE GOVERNANCE

35. Observe corporate governance requirements as stipulated by the Company and/or authority.

INFORMATION TECHNOLOGY

36. Monitor and advice accordingly the status and progress of information technology or system requirements of the Hospital.

MEDICAL RECORDS

37. Ensure that all medical records of patients are available, up-to-date and kept confidential.

OTHERS

38. Other projects or duties for the best interest of the Hospital that may be assigned by the Board,

Regional CEO or Management Committee from time to time.
