Job Description :

The Chief Business Officer (CBO) is responsible for driving revenue growth, market expansion, and commercial excellence across Theta Group’s four strategic business pillars: 

• Health tech

• Smart Infrastructure

• Digital Ecosystem Integration

• AI & Digital Business

The role is externally focused and revenue-led, accountable for Group-wide commercial performance, strategic partnerships, and large deal origination, while ensuring disciplined bid governance and sustainable margin delivery.

The CBO will act as the single commercial orchestrator across all business pillars, aligning go-to-market strategy, key account management, and investment prioritisation to achieve Theta’s growth ambition.

Note: The CBO does not own PMO or delivery operations, but ensures commercial commitments are aligned with delivery capabilities through governance mechanisms.

Key Responsibilities

1. Group Revenue & P&L Ownership

• Own Group revenue targets and commercial performance across all four business pillars

• Drive top-line growth, margin discipline, and profitability improvement

• Establish clear revenue accountability by pillar with consolidated reporting to GCEO/Board

• Develop and execute Annual Operating Plan (AOP) aligned with Group strategy

2. Market Expansion & Business Development

• Lead strategic business development and market expansion initiatives

• Originate and secure large, complex, multi-year deals (Govt, GLC, Enterprise)

• Expand Theta’s footprint in:

• Smart Cities & Infrastructure

• Digital Platforms & Ecosystems

• AI-led solutions and services

• Healthcare digital solutions

• Drive new revenue streams including recurring, platform-based and IP-led monetisation

3. Strategic Account & Stakeholder Management

• Own C-level relationships with Government, Regulators, GLCs and Strategic Enterprises

• Act as executive sponsor for Tier-1 accounts and national-level projects

• Lead high-stakes negotiations, contract structuring and deal closure

• Represent Theta at Board, Ministry and industry forums

4. Commercial Governance & Bid Excellence

• Establish Group-wide bid governance framework to improve win rates and margins

• Lead commercial strategy for Tier-1 tenders and strategic proposals

• Ensure:

• Pricing discipline and margin protection

• Risk-balanced deal structures

• Scalable and commercially viable solutions

• Prevent over-commitment, underpricing, and delivery misalignment

5. Cross-Pillar Integration & Synergy Realisation

• Drive integration across the 4 business pillars to create unified solutions

• Identify and unlock cross-selling and bundled solution opportunities

• Align all pillars to a single commercial strategy and customer engagement model

• Eliminate siloed sales efforts and optimise resource deployment

6. JV, Partnerships & Ecosystem Development

• Lead strategic partnerships, consortiums and JV structuring

• Develop asset-light and capital-efficient participation models

• Negotiate partnerships that:

• Protect Theta’s commercial interests

• Enhance capability gaps

• Enable entry into new markets

• Build a strong ecosystem of technology, infrastructure and funding partners

7. Transformation & Commercial Capability Building

• Drive commercial transformation initiatives across the Group

• Build high-performance teams in:

• Sales

• Business Development

• Key Account Management

• Introduce:

• Structured pipeline management

• Sales performance frameworks

• Digital tools for forecasting and CRM

• Foster a performance-driven, customer-centric culture

8. Alignment with Delivery (Governance Role Only)

• Ensure sales commitments are aligned with delivery capacity and capabilities

• Collaborate with COO / Delivery Heads on:

• Feasibility validation

• Risk assessment

• Execution readiness

• Participate in critical escalation and governance forums only

• No direct ownership of PMO or delivery operations
