VICE PRESIDENT, GOVERNMENT LIAISON & STRATEGIC STAKEHOLDER MANAGEMENT

Job Description :

Vice President, Government Liaison & Strategic Stakeholder Management is responsible for leading and managing the Company’s strategic engagement with Government stakeholders, particularly the Ministry of Health Malaysia (“MOH/KKM”), Ministry of Defence Malaysia (“MINDEF”), regulatory agencies, and other relevant public sector authorities.

The role serves as the Company’s strategic focal point in maintaining strong Government relationships, supporting concession-related matters, facilitating high-level negotiations, and ensuring effective stakeholder management to safeguard and strengthen the Company’s concession business and strategic interests.

The position will also play a critical role in preparing the Company for the renewal and negotiation of future concession agreements, including contract extensions, penalty negotiations, and new Government-related opportunities.

ROLES & RESPONSIBILITIES:

1. 2. Government & Strategic Stakeholder Engagement

• Lead and manage strategic relationships with Government ministries, agencies, regulators, and public sector stakeholders.

• Act as the primary liaison between the Company and key Government stakeholders, particularly MOH/KKM and MINDEF.

• Establish and maintain strong engagement networks with relevant Government officers and decision-makers.

• Represent the Company in strategic meetings, discussions, and official engagements with Government stakeholders.

• Coordinate stakeholder engagement strategies aligned with the Company’s long-term business objectives.

Concession & Contract Management Support

• Lead strategic engagement initiatives relating to the renewal, extension, and negotiation of concession agreements.

• Support management in discussions relating to concession performance, service continuity, and strategic collaboration with the Government.

• Coordinate and support negotiations related to:

i. Concession renewal;

ii. Contract extension;

iii. Service level discussions;iv. Penalty mitigation and negotiations; and

v. New Government-related business opportunities.

• Monitor concession obligations and Government expectations to ensure proactive engagement and issue resolution.

3. Strategic Advisory & Government Intelligence

• Advise the Managing Director and Senior Management on Government-related developments, policies, and stakeholder sentiments that may impact the Company.

• Monitor Government healthcare policies, procurement trends, public healthcare initiatives, and political/regulatory developments relevant to the Company’s operations.

• Provide strategic recommendations to strengthen the Company’s positioning with Government stakeholders.

• Identify emerging risks and opportunities relating to Government business and concession arrangements.

4. Cross-Functional Coordination

• Work closely with Logistics & Distribution, Finance, Legal, Commercial, and Operations teams to ensure alignment in Government-related matters.

• Coordinate internal preparation for Government meetings, presentations, negotiations, and strategic discussions.

• Ensure timely follow-up and execution of action plans arising from stakeholder engagements.

5. Corporate Representation & Reputation Management

• Safeguard and strengthen the Company’s reputation and credibility with Government stakeholders.

• Support the Company’s strategic positioning as a trusted partner to the Government in healthcare supply chain and pharmaceutical services.

• Ensure professional handling of sensitive Government matters and confidential information.

REQUIREMENTS:

1. Academic Qualification

• Bachelor’s Degree in Business Administration, Public Policy, Political Science, Law, Healthcare Management, Pharmacy, Supply Chain, or related field.

• Master’s Degree / MBA is an added advantage.

2. Experience

• Minimum 12–15 years of working experience, preferably in:

i. Government relations;

ii. Public affairs;

iii. Healthcare/pharmaceutical industry;

iv. Concession-based business;

v. Regulatory or strategic stakeholder management.

• Strong experience in dealing with Government ministries and agencies, particularly MOH/KKM and/or MINDEF.
