Reporting to the Chief Finance Officer, the Head of Group Strategic Sourcing and Procurement:

• Develops sourcing strategy and fosters strategic supplier alliances and other contractual relationships on behalf of our client Healthcare Group to accomplish total cost savings objectives and annual targets.

• Supports the commissioning of new hospitals and healthcare facilities through sourcing and procurement of equipment and negotiation with vendors.

• Utilises data analytics and business intelligence resources to identify areas of potential standardisation and cost-saving opportunity.

• Reviews relevant bid documents (i.e., Request for Proposal, Request for Information, Request for Quote, etc.), letter of award, and supplier contracts to ensure compliance with internal policies and consistency with users’ or stakeholders’ expectations.

• Facilitates the competitive bid process, ensuring timely supplier proposal submissions and adherence to bid on protocols/procedures and deadlines.

• Fosters a collaborative environment among stakeholders. Builds and maintains strong relationships across various functions.

• Conducts market share and cost savings analyses of proposal submissions from suppliers with a focus on overall total proposal value. Negotiates with suppliers based on analysis outcome compared to market trends and benchmarking data.

• Provides final recommendations to respective users and heads of department. Creates presentations summarising proposal responses received from suppliers to the Purchase Approval Committee, or approving parties.

• Organises business reviews with suppliers to track contract performance and rebates.

• Develops or enhances group policies and processes relating to strategic sourcing and procurement to promote standardisation of practices and service levels across the healthcare group.

• Oversees a team of strategic sourcing and procurement staff (matrix reporting for business units), leads the team in designing and executing an effective sourcing strategy, continuous improvement, and sustainable supplier initiatives, and delivering consistent service standards across all healthcare business units.
