Job Description :

To drive the Human Resource & Administration Department and ensure the operation are managed, planned, executed, and controlled in alignment with departmental and strategic business objectives and direction, within the policies, procedures, and systems. Understand and meet the requirements in accordance with ISO certifications, HALAL Pharmaceuticals MS2424 standards and other quality standards.

Human Capital Planning, Budgeting and Recruitment

Manage and execute the human capital planning and budget in line with the SOPs and manpower requirement.

  • Forecast manpower needs by preparing the annual manpower planning and budget aligned with the business model.
  • Supervise recruitment activities and the selection process, including sourcing, pre-screening, interviewing, short-listing, and interview arrangements.
  • Monitor recruitment turnaround time to ensure timely fulfillment of requirements.

To identify the yearly turnover rate and propose recommendations for management updates.

Organization Development and Performance Management

Manage and execute programs on competency and employee performance and talent management.

  • To execute the Performance Management System for the company.
  • To implement development programs to address gaps and weaknesses while enhancing employee strengths.
  • Establish and monitor processes to support succession planning initiatives as part of developing future leaders.
  • To work with HCM in rolling out Leadership Development and Skill/Knowledge Enhancement programs for identified future leaders to bridge competency gaps.
  • To coordinate medical surveillance activities to ensure compliance with health and safety requirements.

Compensation and Benefits

  • To supervise the administration of the deliverables for the compensation & benefits services.

  • Ensure delivery of services as per service level commitments.
  • Work closely with management to determine and analyze compensation and benefits programs to ensure market competitiveness.
  • Coordinate documentation and administration of staff movements, such as confirmations, extensions/terminations, resignations, transfers, and other staff changes, ensuring relevant forms/letters are completed and the staffing timeline report is updated promptly.
  • Conduct periodic analyses of overhead costs to obtain indicators of productivity levels.
  • Monitor labor costs, including overtime and other expenses.

Training & Development

  • Supervise training and development programs for employees to ensure the upgrading of knowledge, skills, and abilities at all levels.
  • Oversee the implementation of training and development programs according to the Training Needs Analysis (TNA).
  • Supervise the execution of the annual TNA for all employees to identify training requirements and developmental areas.
  • Analyze the impact/results of completed training activities to measure the gap between expected job performance standards and current competency levels.

Employee Relations & Industrial Relations

  • To drive the creation of a quality working climate and culture of commitment and disciplined that drive common behavior to enhance teamwork, higher productivity, integrity and professionalism. 

  • Manage and advise on industrial relations matters, including consequence management, domestic inquiries, disciplinary issues, and grievances.
  • Provide advice and coaching to the workforce to enhance industrial harmony.
  • Represent the company in matters relating to labor relations.
  • Conduct employee satisfaction surveys, analyze the results, and implement follow-up actions.
  • Negotiate, administer and conclude with unions in collective bargaining negotiation/agreements.
  • Address and resolve union-related issues and grievances promptly and effectively.

Safety, Health & Environment

  • To drive the implementation of Safety, Health & Environment (SHE) procedure based statutory laws & regulations.

  • Ensure all employees understand and are aware of safety and health protocols, chemical handling, Emergency Response Team procedures, fire drills, and other SHE-related matters.
  • Oversee company-wide safety and health programs according to the company’s safety performance standards.

Reporting

  • Produce reports, statistical analyses, and presentation slides for Head of Plant reporting.
  • Update the HRA Operational Scorecard to track department performance.

​​​​​​​Administration

  • Direct and coordinate the efficient management of administrative services such as office support, printing, mail, telecommunication facilities, cafeteria services, company vehicles, security, and visitor management.

​​​​​​​​​​​​​​Others

  • Ensure all activities comply with current GMP, ISO, HALAL procedures, and other regulatory requirements.
  • Act as an auditor in conducting Internal Audits, Quality and Safety audits in the plant, and Vendor Audits.
  • Analyze problems using appropriate management tools such as root cause analysis, and then carry out risk assessment controls and strategies.
  • Ensure all safety procedures are followed and maintained accordingly.
  • Undertake any other duties as directed by the Immediate Supervisor and Management as required.
